Cannot Create a Project: Microsoft 365 Group Creation Disabled
If you're unable to create a new PIM project despite having site-owner-level permissions, check whether Microsoft 365 group creation has been restricted at the tenant level.
Why this happens
Provisioning a new PIM project creates a new Microsoft 365 group/SharePoint site behind the scenes. If your organisation's Microsoft Entra admin centre has the "Users can create Microsoft 365 groups" setting disabled, project creation will fail even for otherwise well-permissioned users.
How to fix it
Ask your Microsoft 365/Entra administrator to either enable Microsoft 365 group creation for the relevant users or security group, or add the CMap service account to the group of users permitted to create groups.
